We need a new provider in Apollo for this. I'm using one (ResourceMsgProvider) for WSE impl
that is doing the same stuff like the MsgProvider from the Axis framework. The Message is
not parsed and not converted to an XMLBean, the SOAPEnvelope is given to a method called filter(SOAPEnvelope
req, SOAPEnvelope resp).

But you are still able to call getResource in the filter Method
