No, not double-quotes - the whole "string" hast to be escaped*

"<" -> "&lt;" 
">" -> "&gt;"

"&" -> "&amp;"

and so on. The XMLRPC lib should in fact do it automatically.
When it does not - this is a bug.
(* or just base64-encoded)
