The conclusion 'round these parts is that the 200 response on
the request for bytes "0-" is correct.  Not doing so would 
cause HTTP/1.0 proxies to not cache the results, and any
client software can tell from the "Accept-Range" header in
the response that byte range requests are accepted for that
object.  Remember, byte range requests can certainly vary 
on a per-object basis.
