This is an interesting proposal, thank you for submitting
it!  As it stands, the option to choose between manual and
automatic service startup would also be useful, as well as
some of the other service config options.

As revised, the documentation for 1.3.13 will explain to the
user how to configure the Apache service to run in another
user's account, and change the service dependencies.  We
hope this helps, but will reserve your suggestion for future
consideration.

I would invite you to pose your suggestion, or others, on
the new-httpd@apache.org mailing list.  While there are
often differences of opinion and different ways of looking
at these problems, you will find these ideas can be refined
and honed to everyone's satisfaction.
