There are a number of missing files on your mirror, as well as an 
incorrect or incomplete configuration.

Example - http://apache.uwhdc.com/httpd/ does not contain any of the 
files in that root directory (such as the Apache source) nor does it 
display the header/footer files correctly.

Please ensure that your configuration includes something similar to:

<Directory "/apache">
     IndexOptions FancyIndexing NameWidth=* FoldersFirst ScanHTMLTitles 
     HeaderName HEADER.html
     ReadmeName README.html
     AllowOverride FileInfo Indexes
     Options Indexes SymLinksIfOwnerMatch FollowSymLinks

...or whatever is most appropriate for your particular setup that 
accomplishes the same goals as set in the mirroring config doc at 
http://www.apache.org/info/how-to-mirror.html. I'd suggest you 
re-examine your configuration and compare with an existing mirror. Once 
you've got it all set, drop us all another email with an update.
