I haven't set up Tomcat so can't comment on the complexity.  If all you 
need is a simple Servlet server you might consider some of the others out 
there.  We've successfully used the TiniHttpServer 
(http://www.smartsc.com) on Windows and Linux.  It is pretty easy to set 
up.

One thing to watch is the the XmlRpcProxyServlet is (relatively) slow 
because it completely reforms the call, including interpreting all the XML 
and the re-executes the call against the real server.
