XmlBeans follows the canonical representation specified in the W3C
Schema Specification:

    http://www.w3c.org/TR/xmlschema-2/

I don't think that the committee wanted to complicate the spec with
locale specific representation in the format.  

If you want to format data from XmlBeans for the purposes of user
display, you will want to get the values and convert them yourself.  

Basically, I don't think that having comma separators in the XML will
make your instances valid anymore.
