Try a really simple SVG, something like this:

<?xml version="1.0" encoding="utf-8" standalone="yes"?>
<!DOCTYPE svg PUBLIC "-//W3C//DTD SVG 1.1//EN" 
  "http://www.w3.org/Graphics/SVG/1.1/DTD/svg11.dtd">
<svg xmlns="http://www.w3.org/2000/svg" width="50" height="50">
  <rect fill="white" stroke="none" x="0" y="0" width="50" height="50"/>
  <rect fill="blue" stroke="none" x="15" y="15" width="20" height="20"/>
</svg>

You should also check if your SVG looks OK with the Batik viewer.
