After adding the KEY_WIDTH and KEY_HEIGHT, also try to add
t.addTranscodingHint(SVGAbstractTranscoder.KEY_AOI, rect); // KEY_AOI
(Area of Interest)

You also maybe like to try
KEY_MAX_WIDTH and KEY_MAX_HEIGHT transcodings as well
