You’ll need to “boot the CSS engine” to get Batik to compute the CSS
information:

  http://wiki.apache.org/xmlgraphics-batik/BootSvgAndCssDom

Once the graphics tree is built (that last builder.build(…) line) calls
to CSS and SVG DOM methods should work.
