As far as I know, Batik doesn't have such feature [1]. Nevertheless,
tracing a bitmap is a feature already addressed by some good
open-source projects such as potrace [2] (which, by the way, is
embedded in Inkscape [3]).

A quick search on the subject brought a massive list of tracing tools
[4]: I'm not familiar with almost any of them, but it can be a good
place to start. ;-)
