One megabyte of SVG can take quite a bit of memory, depending on
content (filters, animation, etc.). :-)

Note that the "default memory partition for java is ridiculously
small" [1] and you should increase it for this kind of documents. Try
something like:

java -Xmx1024m -jar batik-squiggle.jar
