You can try
   <fo:instream-foreign-object>
     <xsl:copy-of select="document('http://localhost:2001/?@_FILEapfiles/Chart1.pcxml@_PCSCRIPTgraph')"/>
   </fo:instream-foreign-object>
in your XSLT.
