I use a 72 dpi image, but shrink it from 3.069x1.639 down like this:

<fo:external-graphic src="url('images/logo.jpg')" width="1.87cm"
height=".99cm" content-width="1.87cm" content-height=".99cm" border="0"/>

It looks great!
