That's a though one. I suggest using a table for centering, and
put the text in another row, roughly:

    <fo:table-column column-width="proportional-column-width(1)"/>

          </fo:block>
        </fo:table-cell>
        <fo:table-cell/>
      </fo:table-row>

           <fo:block>text...</fo:block>
        </fo:table-cell>
        <fo:table-cell/>
      </fo:table-row>
    </fo:table-body>
  </fo:table>
