I had this problem with WordML to FO xslt. It made the inline images
src="data:,/9j/4AAQSkZJRgABAQEASwBLAAD .... The solution I used was just
to get a copy of FOP from svn and build it with ant. Real simple.

Support for RFC2397 data URLs is built into FOP Trunk today and will be
available with FOP 0.92. Otherwise, use the solution pointed out by
Manuel.
