Added range support to the (Agent)DeploymentServlet using a request wrapper that handles everything.
Could be a filter, but I chose to keep it local to this package for now.

Because deployments are generated as a stream the wrapper buffers relevant range bytes so
that it can determine whether the range request is satifiable and generate a proper response
including content and instance length. The buffer is a tmp file on disk because ranges can
be big. 

Comitted code and tests in r1524660/1524768
