The change in #1569011 does "hide" the problem but doesn't fix the root cause. 

Before the change the UserAdmin users were always refreshed from the user repository from
{{UpdateUserAdminTask#start}} callback.

After the change the run method is called from the {{UpdateUserAdminTask#start}} in the run
method the UserAdmin users are only refreshed in case there are {{ m_repo.isCurrent() }} returns

So before the change the users were always updated based on the user repository contents and
now they are only updated when there are changes in the user repository. Updating from the
repository shouldn't be a problem BUT the webui doesn't add the users to the repository but
directly to UserAdmin. This is the real cause of the users disappearing. 

Few possible solutions (in order of how much I like them): 
 - Implement the UserAdmin storage interfaces on top of the repository service (and remove
the UpdateUserAdminTask)
 - Update user management in the webui work with the repo instead of useradmin 
 - Sync back the changes in the UserAdmin datastore to the repo  ( possible conflicting changes
