Indeed --with-iconv=/usr is causing the problem.

For background: FreeBSD added iconv in the base system in 11.0. We have a
'USES= iconv' to fix this generically. For the still supported 10.3 we do need
--with-iconv=${LOCALBASE}. I'll modify the port so it only adds --with-iconv on
the 10.x branch. Problem solved :D
