I just ran into this with on Centos 7. Here's what's happening by default:

checking sys/random.h usability... no
checking sys/random.h presence... no
checking for sys/random.h... no
checking for getrandom... no
checking sys/syscall.h usability... yes
checking sys/syscall.h presence... yes
checking for sys/syscall.h... yes
checking linux/random.h usability... yes
checking linux/random.h presence... yes
checking for linux/random.h... yes
checking whether SYS_getrandom is declared... yes
checking for arc4random_buf... no
checking for entropy source... SYS_getrandom

It settles on using the syscall to SYS_getrandom, but APR_HAS_RANDOM is not
defined, so apr_generate_random_bytes test fails, and so does apachectl later
when compiled with it.

I added "--with-devrandom" to my "./configure" invocation on apr and it fixed
both the test, and in usage later.

Suggestion for proper fix: Find where the missing APR_HAS_RANDOM should be
defined and add it.
