Due to the packaging rules of some Linux distros such as Fedora and RHEL, the .so libs for
an Axis2/C component might only be available in a devel version of an Axis2/C package. It
would be desirable to have flexibility in the Axis2/C config to actually refer to the relative
filename from a runtime package.

For example:
