Subject Local Primary Storage, Instances Refusing to start

​Hi

 I am deploying my first ACS cluster, debugging the installation procedure step by step. 
It is  ACS 4.14, Ubuntu 18, KVM, Advanced Networking, Local Primary Storage.

I have gotten to the point were I can see the console and upload templates/ISOs, so I assume
both System VMs are now working.

Next, I am trying to launch Instances.

They seem to be refusing "local storage", they complain that:

I have reviewed the documentation an a global parameter 

"use.local.storage" is mentioned, but that parameter no longer exists.

I am currently using:

system.vm.use.local.storage=true (at global and zone)

I have also created a disk offering with local storage, which I select when using an ISO,

but non of this seems to make ACS happy.

Is it possible to use only local primary storage? I find articles discussing it as possible.

What am I missing?
