job-cluster --job-classname <classname> --fromSavepoint <savepointPath> --allowNonRestoredState
does not pick the savepoint path and does not start from it

job-cluster --fromSavepoint  <savepointPath>  -n --job-classname <classname>
-p works for savepoint retrieval{code}
maybe you should keep them accordance, try that
