can see the latter to be in {{sbin/}} though

In a sense I agree -  they are admin tools therefore need to be in {{sbin}}. And also they
aren't likely to be invoked directly but rather through distro specific start/stop facilities
e.g. {{init.d}} or {{service}}. So, perhaps they are indeed belong to {{sbin/}}

bq. c) why include/c++ ? shouldn't it just be include?
Agree, I guess c++ was an example of the stuff me need to put into {{include/}}
