The test failure is because TestCopyMapper.testSkipCopyNoPerms() sets up a test case for a
file with only READ permissions and then tries to preserve timestamps which requires WRITE
permissions. This is done using the preserveStatus variable it creates:

Adding preserveStatus.remove(DistCpOptions.FileAttribute.TIMESTAMP) fixes this error locally.
