Hemanth Yamijala resolved MAPREDUCE-227.

    Resolution: Duplicate

Duplicate of MAPREDUCE-828. The consensus on this JIRA towards the end was that a per job
pause/resume functionality was not a desired direction, but there were use cases for pausing
the jobtracker itself.

In order to start fresh, and not get confused by the initial comments in this issue, I am
resolving this as a duplicate.
