As per 3.6.2 Structure diagram "name" is mandatory for tModel. Also name should be non-empty
- I'm coming with this conclusion from "While the tModel has exactly one non-empty name ..."
in 3.6.3 Documentation.
Currently it is possible to save tModel with empty name:

        <save_tModel xmlns="urn:uddi-org:api_v3">

This could be fixed in ValidatePublish.java - public void validateTModel
from "if (tModel.getName() == null)" to "if (tModel.getName() == null || tModel.getName().getValue().length()
== 0)"
