o yeah, forgot to mention I'm using log4j 1.2.14 on linux with sun jvm 1.5.

Steps to reproduce:

1. set log level to ALL in config
2. run sample code below
	Log logger = Logger.getRootLogger();
	logger.trace("Trace Logging enabled.");
	logger.debug("Debug Logging enabled.");
	logger.info("Info Logging enabled.");
	logger.warn("Warn Logging enabled.");
	logger.error("Error Logging enabled.");
	logger.fatal("Fatal Logging enabled.");
3. view log
4. Set Log level to DEBUG in config
5. re-run sample code
6. view log
