   Add/Edit Mail Notifier
       Mail Recipient Address*: 	
	        Send on Success
	        Send on Failure
	        Send on Error
	        Send on Warning
   Save

Result: blank page on http://localhost:9090/component/mailNotifierSave.action

The relevant console error is:

Caused by: Comment must start with "<!--". - file:///c:/svn/maven/continuum/cont
inuum-webapp/org/apache/maven/continuum/web/action/notifier/MailNotifierEditActi
on-mailNotifierSave-validation.xml:16:3

That file has its content duplicated, including the <!DOCTYPE> declaration, which is
what the error is complaining about.

Further, all files in the continuum/continuum-webapp/org/apache/maven/continuum/web/action/notifier/
directory seem to have the same problem.

Deleting the duplicated content fixes the problem with adding a mail notifier.

(However, it then appears with Recipient 'unknown' even though I did add an email address,
and it's there if I edit the notifier.)

I've attached a patch to remove the lines, though I wonder if these files were generated.
 They do remain after 'mvn clean'.
