I would like to specify options for servers, profiles and most importantly active profiles
however these settings need to override all settings specified by the ~/.m2/settings.xml file.
I hope I understand the -settings command line option correctly in that the file specified
is used instead of the ~/.m2/settings.xml file. In our case this allows the environment for
the bootstrap build to be configured differently from a developer's normal non-bootstrap build.
