This has been discussed on the mailing list, and the general agreement is that even though
the JSPs are far from ideal, they are still simple enough to understand and illustrate the
usage of Nutch API, and they provide an acceptable UI for out-of-the-box usage.

But has everything to do with How Nutch needs to be deployed. And to my mind Nutch can be
deployed in many ways. So why just JSP and tomcat will get the core attention.

engine operator to download the plugins rather then everyone gets "everything.tar" model.
