This appears to be a limitation of java.awt.image.ConvolveOp, since it does not apply the
Kernel at the edges.

It could probably be worked around by creating a temporary image with a 1-pixel border, running
blur on the input image into the temporary image, and then clipping the temp image before
writing to the output.
