I don't believe there is a need to pass through the field table of seetings to the MessageStore::create(PersistableQueue&)
method. 

The 'TODO' comment is misleading and out of date; I'll remove it. In fact the queue already
includes the settings as part of the encode operation and so settings will already be saved
& restored.
