    TED -- I was not able to reproduce the problem you saw, after 1000 iterations. So -- take
a look at this code and if this is what you had in mind, pull away. 
    
    I am going to do some massive testing with python tests -- comparing this code to pre-priority
code.
    


You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/mgoulish/qpid-dispatch priority-4

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/qpid-dispatch/pull/375.patch

To close this pull request, make a commit to your master/trunk branch
