Well, I didn't say I wanted them to become plugins later; I was trying to find a compromise.
 I can appreciate defining the plugin as anything depending on core, but I prefer a tighter
definition as something that extends Struts functionality at runtime.  However, if you are
willing to do the work of splitting the toolbox module up into two executable plugins, I won't
object.  It will break backwards compatibility for those that depend on single Struts jar
with client tools (struts-all provides this now), but it isn't that big of deal.  I'd rather
clear any roadblocks for this next release than waste time going in circles :)
