strutsUtil is undefined error

                 Key: WW-3440
             Project: Struts 2
          Issue Type: Bug
    Affects Versions:
Environment: Windows Vista, Eclipse Ganimede, struts
            Reporter: akis akis
            Priority: Trivial

The struts tags give me in the internal browser of Eclipse "Error: 'StrutsUtils' is undefined".
The problem is in the javascript send to the client in method "StrutsUtils.addEventListener".
I have tried the updownselect tag, the optiontransferselect and always get this error. Testing
in the actual IE the web components are not working. There is a similar posting WW-3049, and
the problem was reported that it was caused due to the missing head tag. I placed a head tag
but still same problem. Am I missing a library or something. Here is a trivial example that
is not working

<%@ page language="java" contentType="text/html; charset=ISO-8859-1"
<%@ taglib prefix="s" uri="/struts-tags" %>
<!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "">

<meta http-equiv="Content-Type" content="text/html; charset=ISO-8859-1">
<title>Insert title here</title>

	 <h3>Favorite colors</h3>
	 	<s:updownselect name="colors" label="Colors" size="5" list="#{'1':'Green', '2':'Red',
'3':'Yellow'}" />
