Check your web.xml file to see whether the DTD is 2.3 or 2.4. It all 
changed recently. http://java.sun.com/jsp/jstl/core is what you should 
be using if you're at 2.4. If the DTD is 2.3, just update it to:

<web-app version="2.4" xmlns="http://java.sun.com/xml/ns/j2ee" 
xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" 
xsi:schemaLocation="http://java.sun.com/xml/ns/j2ee 
http://java.sun.com/xml/ns/j2ee/web-app_2_4.xsd">
...
</web-app>
