Where is located test.fo ?
On your web server ? perhaps you can try this :
http://matt2/fop/fop?fo=http://matt2/test.fo 
On your hard drive on the host matt2 : perhaps you can try this :
http://matt2/fop/fop?fo=file://matt2/c:/temp/test.fo
