Ok, now I'm with you, try something like:

<fo:block>
    <fo:inline font-family="ZapfDingbats" font-size="10pt">
       &#x274B;
    </fo:inline>
    <fo:inline>
        "whatever-inline-content"
    </fo:inline>
</fo:block>

as ZapfDingbats is part of "standard" pdf vocabulary there's no need to
embed it explictly.

No offense, I have the wrong semantics. Is this supposed to work in a block?

hex-code;</fo:wrapper>
Every code produces the "broken scissors" symbol; will get it right
eventually.
Meanwhile, must use an image.
