keep-with-next and keep-with-previous does not prevent a break mid row. 
For that you need keep-together="always" on the table-row.

Unfortunately 0.20.5 doesn't support keep-* properties on fo:block. The 
only workaround is to put the block inside a table and use keep-* 
properties on table-rows.
