Subject NullPointerException in checkId

I have fop .94 embedded in a servlet building an fo file with multiple
page-sequences.  In each pages-sequence there is a block with the id
of last-page, taken from an example found on the mailing list.  Strict
Validation is turned off.  When it gets to checkId in
apache.fop.fo.checkId() it throws an NPE with no explanation.  The fo
was renered to a PDF just fine from the console.  Why would this be?
checkId is, at the most, supposed to throw a ValidationException --
but only if validation is not turned off.  I realize that having
multiple blocks in a document with the same title shouldn't be done,
but why the discrepancy?
