I believe you'll need to put each section in its own page-sequence; you can then use initial-page-number
to start the numbering over in each section. Since the TOC page numbers use a different number
format, the TOC's will need to be in separate page-sequences as well. If FOP implemented XSL
1.1, you could use fo:folio-prefix to get the 1-, 2-, etc.; as it is, you'll need to do that
yourself wherever you put your fo:page-number.
