Hi Pete,

I get expected behaviour when I transform your FO against either FOP 1.0
or FOP trunk.

But your PDF doesn't bahave as mine does.
 - did you build your FOP against recent SVN export?


There is something wrong in your FOP env, FOP conf, ...
