It's not democratic, although the PMC 'listens' to all perspectives.

Since it doesn't have [VOTE] in the Subject it's not a vote. ;-)

Well, it looks like we should get all of the PMC to weigh in for completeness about the move
for these moves to 1.5 but it's premature to start even a poll for 1.6:

- Batik
- XML Graphics Commons
